2025 Canada Cigarette And Cigar Pack Prices

September 25, 2025 Packaging Guide

2025 Canada Cigarette And Cigar Pack Prices

A pack of cigarettes usually contains about 25 pieces across the Canadian streets, with some selling 20-piece packs as well.  The amount and its price vary depending on the brand and the local tobacco regulations, and the same rules govern a Cigar Pack.

Tobacco lovers buy cigarettes to relieve workload or domestic stress, but with rising prices, this simple commodity could very well become the reason for stress for them. Thus, it’s pertinent to remain educated on current trends of these prices and how much they are going to be affected in the coming years.

To develop a deeper understanding and learn how much is a pack of cigs in your locality, a comprehensive comparison is made in this article.

How Much Does a Pack of Cigarettes and Cigars Cost in Canada?

How Much is a Pack of Cigs?

Canadian cigarettes come in 8th place for being too expensive around the world. In 2025, the price has already reached an average of CAD $20. This is about 8% increase from 2024, when the average price was CAD $18.

Back in 2010, it was around CAD $8-10, which points towards drastic fluctuations over the years.

How Much is a Pack of Cigar?

Similar to a cigarette pack, a pack of cigars is no exception when it comes to its nationwide price. The most recent per-pack price of a regular value-sized machine-made cigar is around CAD $3-5. These prices take a turn for the worse after accommodating taxes and duties on these tobacco products.

Pack Price Based on Type

Cigarette and Cigar prices may vary depending on which brand or shop you buy from. A regular cheap cigarette pack may cost as little as CAD $12 from your pocket. At the same time, a brand making premium quality cigarettes can cost as high as CAD $18 for the same product.

The reason for such a substantial difference may be caused by brand value, quality of ingredients, and taxes.

Pack Price Based on Size

Cigarette pack comes in two sizes:

  • Pack of 20 cigarettes
  • Pack of 25 cigarettes

The pack of 20 can cost about CAD $12 to CAD $18. For a 25-pack, which is common around the country, the cost goes up to CAD $22. In Quebec, you can buy a pack of 25 cigarettes for CAD $20.

Cigar pack size is measured differently compared to a cigarette pack. It has three available sizes:

  • Robusto (about 4.75” to  5.50″ length, 48 to 52 ring gauge)
  • Churchill (about 6.50” to  7.00″ length, 47 to 50 ring gauge)
  • Torpedo and Gordo (about 6.00” to  7.00″ length, 50 to 60 ring gauge)

A regular Robusto may cost CAD $15 to CAD $40+ per cigar based on the brand and retailer. With increasing size, the price pushes towards an upper limit.

National Price Comparison

The national average falls between CAD $16 and CAD $20 among the three major regions and brand mix. A quick summary is shown below:

Region Price Range per Pack Notes to Take
Eastern Canada CAD $18-$21 Prices are high due to taxes
Central Canada CAD $13-$15 Most affordable in Quebec and Alberta
Western Canada CAD $16-$18 Average and affordable price range

Remote regions of the northern territories have even higher prices due to soaring transportation costs and limited retail options.

Provincial Price Comparison

A nationwide uniform federal excise tax of about CAD $5.79 is imposed on a single pack of cigarettes. Combining this with provincial tobacco taxes varies the pack price in each province. Quebec charges about CAD $3.25 in addition to this tax, while the expensive region of Nunavut charges CAD $9 in 2025. The most affordable provinces remain Quebec and Ontario due to their low provincial taxes.

A summary of provincial prices along with their imposed taxes is given below:

Province Avg Retail Price (CAD) Federal Excise Tax (CAD) Provincial Tobacco Tax (CAD) Total Price (CAD)
Quebec $13.50 $5.79 $3.25 $22.54
Ontario $14.00 $5.79 $3.90 $23.69
Alberta $15.00 $5.79 $5.00 $25.79
British Columbia $16.00 $5.79 $5.90 $27.69
Manitoba $17.00 $5.79 $6.00 $28.79
New Brunswick $15.50 $5.79 $5.65 $26.94
Nova Scotia $17.50 $5.79 $6.12 $29.41
Newfoundland & Labrador $18.00 $5.79 $6.05 $29.84
Prince Edward Island $16.50 $5.79 $5.80 $28.09
Saskatchewan $16.50 $5.79 $6.00 $28.29

Taxation of a cigar pack is multilayered and varies across different provinces. In Ontario alone, the taxation price induces a 22% markup, meaning that a hypothetical CAD $15 cigar pack may become $36.69 after taxes.

Many purchasers are also complaining about a total tax burden reaching 2 to 3 times more than the declared value.

Community Forum Perspective

Tobacco lovers on community forums are complaining about the heavy import duty tax on their favorite brands, which reaches 250% of the original value in some parts of Canada. As for Cigars, the prices are about 3 times higher than those in the Canada.

With increasing tax burden and retailer values, you might expect another leap in these prices next year.

Tax Revenues & Trends in Smoking

From 2023-24, a total federal excise tax revenue on tobacco products accumulated CAD $2.6 billion, which was an approximately 9% drop from the previous year and a dramatic decline of 30% since 2018. The tax revenue decline is actually attributed to the dwindling smoking rates around the nation. In addition to this, increasing reliance on illicit trading is also shrinking the revenue despite humongous prices.

Health and Legal Considerations

The Canadian legal court is actively restricting the use of combustible tobacco products. Many cases where the court failed to warn of the drug’s health concerns have been settled with compensation money used for treating cancer in provinces like Manitoba.

Notable retailer brands are using taglines such as “Poison in every puff” and “Tobacco smoke harms children” to warn common people about their adverse effects. So before you buy your next pack, keep these considerations in mind.

What’s Next?

Under stringent tobacco laws and health concerns, the country is seeking cheaper packs of cigarettes and cigars. Unfortunately, the projected prices may be anything but affordable, given the planned tax escalations on both the federal and provincial levels. Retail prices are also witnessing an upward trend in significant states like Quebec.

You may very well want to find an alternative nicotine source, but the delight it comes with a regular pack of cigarettes cannot be compared to other tobacco-related products.

Let’s see what is next in line with the dynamic and ever-evolving price trends of cigarettes and cigars!
